In the year 2029, Japan has been transformed by technology, with many members of the public now possessing cyberbrains that connect their biological brains to various networks. Motoko Kusanagi, a full-body cyborg, leads an elite team called Public Security Section 9, which is dedicated to preventing crimes before they happen. As they tackle cybercrimes intertwined with international conspiracies, they encounter the mysterious hacker known as the Puppeteer, who becomes a key figure in their investigation. As the team delves deeper into the Puppeteer's ultimate goal, they must also face his unique ability to "ghost hack" anyone with a cyberbrain.
